Public Sector organisations require a high level of reporting and feedback – statistically and qualitatively. This absorbs a huge amount of manpower and time and is thus an area that seriously needs addressing for cost cutting. The best approach is to start in a ‘piecemeal’ fashion in one area and then move gradually into other related areas. It would not make sense to approach this at an “enterprise” level otherwise the project will not deliver immediate measurable achievements.

The frameworks are not integrated and therefore it becomes a business improvement decision not an IT decision; it rests with the departmental head who wishes to deliver reduced costs.
